Petition support for the electronic cigarette
L'Aiduce calls on the community of sailors to sign and share en masse this petition which will be sent to the Parliament and the Ministry of Health.

Parliament is preparing to examine the Health Bill. In Article 53, the government is seeking permission to take measures by order aimed at transposing the EU Directive 2014 / 40 / EU on tobacco products.

We consider this government request inadmissible for the following reasons:

  • Since the electronic cigarette does not contain tobacco and produces no combustion, the restrictions envisaged are inappropriate and disproportionate.
  • The prohibition of tanks with a volume of more than 2 ml will remove from the French market the majority of personal vaporizers acclaimed by consumers. These are far more innovative and effective products than those resembling tobacco cigarettes favored by the Directive, so far little known in France, manufactured by subsidiaries of the tobacco industry, and designed to encourage mixed use.
  • The electronic cigarette is presented as being as harmful as tobacco while nothing shows its harmfulness so far.
  • Nicotine solution is considered to be a very toxic substance despite the EC regulation 1272 / 2008 for the classification, labeling and packaging of substances and mixtures (CLP Regulation).
  • Limiting the volume of 10 ml conditioning units is expected to reduce the risk of dermal exposure. This risk, according to the CLP classification, does not exist.
  • This limitation will result in a significant increase in consumer costs as well as a waste with a negative ecological impact.
  • The nicotine concentration limit of 20 mg / ml is much more stringent than that applied to tobacco cigarettes and prevents the adoption of a healthier alternative for more than 20% of smokers by insufficient dosage.
  • The requirement for constant release of nicotine is not required for tobacco products and is not based on any scientific findings.
  • The information required on the labels is not required for tobacco products.
  • The ban on all advertising is based on the premise that e-cigarettes are dangerous, which many studies dispute.

We therefore ask Parliament not to ratify the enabling law on the health bill.

Representing electronic cigarette users, Aiduce, the only association working for two years to better inform the public about electronic cigarettes (see our information brochures here: public.aiduce.org), and actively participating in the standardization process conducted by AFNOR to ensure the safety of products, refuses a debate without consultation for future legislation concerning the electronic cigarette.

It therefore calls on all users to sign this petition to express their disagreement with the government's approach on the horizon and not be excluded from the debates that will lead to final legislation, if it is justified. It is simply inconceivable that decisions will be debated in the absence of those most affected.
